§ 1040(a) — Mechanism
The rules of collection.

Every buy is taxed.
5% of each buy is routed to the TaxMan contract. 5% on sell goes the same way. No exceptions, no allowlists, no insiders.

A round lasts 60 minutes.
The contract measures cumulative ETH spent per wallet across the hour. At the top of every hour, the leader wins.

The biggest buyer eats the pot.
Tax collected in the round is swapped to ETH and sent to the leading wallet on the very next buy after the clock rolls over.

Then it resets.
Counter zeros. New round starts. A new TaxMan is crowned every 60 minutes. Forever. That's the game.
